Warm-dimming product applications must include a single LM-79 report performed at the maximum setting of the dimming input control. Program guidance and other resource materials have also been made available to energy efficiency programs to provide explanations of new metrics, benefits to customers and trade allies, and timelines for transitioning to the new requirements. The V2.1 policy defines externally supplied actively cooled horticultural fixtures as those in which liquid, often water or a water/glycol solution, flows through input and output ports of each fixture in the system, channeled through a cooling plate or other heat exchanger within the fixture. In adding these products to its Horticultural Lighting Program, the DLC provides descriptions of how to test and report on them to ensure performance comparable to products listed under previous versions of the policy. According to the global independent safety company UL, it features LED and solid state lighting (SSL) products that undergo tests at a DLC-approved lab and comply with "specific performance and energy efficiency criteria." The DLC stands for the DesignLights Consortium™ -- a partnership of energy efficiency stakeholders throughout the US and Canada that "promotes quality, performance, and energy efficient commercial sector lighting solutions."

Thanks to the participation of our consortium, the DLC’s solid-state lighting program is home to the largest and most influential list of high-performing sold-state luminaires and commercial lighting products in the world. We work in tandem with energy efficiency programs to improve both the energy savings potential and quality of light in the built environment. The SSL Qualified Products List improves both consumer confidence and sustainability of the solid-state lighting market as a whole through well-researched criteria for efficiency and quality created by our expert team and with input from our stakeholders. As a collective of energy-efficiency program administrators, implementers, policy makers, lighting industry experts, and manufacturers, the DesignLights Consortium (DLC) works to collaborate, facilitate, and liaison with energy-efficiency stakeholders and members.

Our SSL Qualified Products List improves both consumer confidence and sustainability of the lighting industry as a whole – with an end goal of accelerating the installation of energy efficient, better quality lighting for people living and working in the built environment. The DLC LUNA Technical Requirements are designed to mitigate negative impacts of outdoor lighting at night. By establishing requirements and reporting standards on light distribution, spectral characteristics, and controllability, LUNA identifies energy efficient luminaires that minimize light pollution, provide appropriate visibility for people, and limit negative impacts to the environment. In addition to meeting the DLC’s SSL V5.1 efficacy thresholds, LUNA-qualified products must comply with additional dimming, control and shielding requirements to ensure efficient use of lighting energy. There are currently 78 members of the Design Lights Consortium that include regional, state, utility and energy efficiency programs.
